The issue does not appear in Eclipse Neon but needs to be documented for SDK Manual 2.2 This issue comes from upstream but it is unlikely that it will be solved in Mars since Eclipse Neon already works. The workaround has been documented in the wiki, but needs to be documented in SDK Manual too.
