We added some checks in scripts/generate-docs.sh, but it was hard wired for krogoth/2.1 and therefore invalid DOC targets for rocko and beyond. I have removed said logic and sent patches to eclipse-yocto list. Not sure why this was not a big red flag sooner, but that is water under the bridge.
