It looks like the Makefile provided in the layer was generated by running the configure script in the source directory (and not in the build directory). The Makefile should probably be regenerated for version 3.2 (since it mentions 3.1)... I tested my patch with parted and parted-native and both built fine. I suspect what happened is that you added a new patch and it forced a rebuild, which then worked.
