This workaround also works for our custom distro. Our custom distro uses a custom image class to create our firmware in a special format. When I noticed that vanilla poky core-image-base worked with the default "wic" image type but not with the "tar" image type, I narrowed down the differences between the two until I came up with the workaround. This comes from image_types_wic.bbclass::WICVARS containing BBLAYERS and do_rootfs_wicenv[vardeps] += "${WICVARS}". However, I do not observe this issue on Scarthgap. BitBake expects to reuse prebuilt artifacts but can't find them.
