If it does it will assume that the proxy is not needed (e.g. because the server is a local instance, which is often the case when doing development on the error reporting server itself). However this check can never work because fetching / always redirects to /Errors/ in the current code and thus returns code 301. We probably need to try fetching /Errors/ instead.
