Workaround: Install Docs from the Juno site: http://downloads.yoctoproject.org/releases/eclipse-plugin/1.6.1/juno/plugins/ But it is unclear whether this affects only docs or any other changes in the software too. There is still an outstanding bug around this, but avoiding centos builds of yocto-docs is a work around.
