With our current host dependency list, groff-base gets pulled in, which provides the groff utility. However, a critical groff plugin is missing (s.tmac) which is only provided by the groff package. We actually list the groff package as a requirement when building for RPM-based systems, but it's missing from the Debian-based required package list.
