LICENSE should be a superset of LICENSE_<pkg> variables. That is, LICENSE_<pkg> shouldn't contain anything that is not specified in LICENSE. 

hdparm currently has:
LICENSE = "BSD"
LICENSE_wiper = "GPLv2"

"GPLv2" should be specified in LICENSE.
