Provide a production settings file that can be used as a basis for the deployed/non-local setup of toaster. 

Values can be overlayed as seen in the settings_test settings file. The important ones to be setting are ALLOWED_HOSTS, SECRET_KEY, STATIC*, ADMINS and DATABASE
