The "submit patches" link points to https://wiki.yoctoproject.org/wiki/Recipe_%26_Patch_Style_Guide, from which ultimately can be found http://openembedded.org/wiki/Commit_Patch_Message_Guidelines (after following several links), but nothing on where to submit a patch.

Thanks for submitting this. I can't find a link on 

https://www.yoctoproject.org/tools-resources

that references how to submit patches. Can you be more specific about which link needs to be changed?

I'm not sure we provide a web page that describes how to submit a patch, but it is documented well here:
