We've seen various issues with NFS on the public autobuilder clusters over recent weeks/months. One possible mitigation would be to reduce our reliance on NFS by making use of rsync for file copying (i.e. in PublishArtifacts).

One concern Beth had with making wider use of rsync was requiring an rsync target is too much setup to expect from users.

This issue is to investigate how much setup that actually requires (as a sysadmin rookie) and whether we could easily support an rysnc and no-rsync solution.

Autobuilder2 handles this more efficiently and this isn't a blocking issue as it once was.
