Sometimes new releases of a software package incorporate new bits of external code, and thus additional licenses may be applicable. We're not doing a full license scan so we can't necessarily fully detect this, but it would be useful if we did a search for new files matching the same globs we use within recipetool create and add any that are found to LICENSE / LIC_FILES_CHKSUM.

(This would presumably involve refactoring out some of the code in recipetool such that devtool upgrade can call into it).
