opensll is still in the same place but "https"

maybe a feature for 2.4 is to use or roll over "http" to "https" or allow wildcard "http*"

I'd call these mysterious transient errors.  We get them occasionally and basically need to improve the error reporting in the fetcher so the actual failure is reported.
