The charts in the html report generated by oe-build-perf-report already have "tooltips": a splash window with additional details is shown when hovering mouse cursor over data points. This window could be made much more informative by adding more data, e.g. all the same statistics that are shown for the latest commit on the right side of the chart plus some additional info:
- commit number
- commit sha1
- number of test runs
- mean
- +/-
- min/max
- standard deviation

Modern charts have better tooltips thanks  to the STF/STA work:

and they show the highlighted data value and commit link.
