When I tested skeleton initscript with minimal image, the skeleton-test daemon can not start. 

Steps:

1. Build minimal image from poky source with skeleton script support.
2. Boot up the image and run the following commands:
################
root@qemuarm:~# /etc/init.d/skeleton start
################

The message should be:
############
Starting skeleton ...
############
and the skeleton-test daemon should be started

But in minimal image, I always get the message:
################
root@qemuarm:~# /etc/init.d/skeleton start
skeleton already running ().
################
But the skeleton-test daemon did not start at all.

There is no this issue in sato and sato-sdk image.

Verified it with poky master branch.
git info: 64c1f93828402ffb5c0fada527724598bc300973

There is no this issue on minimal image.
