Toaster needs to update its tables to this new stable release to replace "Pyro".

In order to do that we need the official name for the release plus the version number for bitbake.

The 2.4 release will be named Rocko. The Bitbake version will be bumped 
to 1.36 and the Poky version will be 18.0

Note that the patch can only be visually reviewed at this time. 

The functional will not work until the Layer Index is updated with the Rocko branches, which will not happen until close to or at release.
