The new configuration variable DISTRO_FEATURES_LIBC lists a number of features which are designed to control what pieces of eglibc package get built and used.  Building often fails if only a subset of these features is defined.

To see the failures, try removing 'libc-locales libc-locale-code'

If DISTRO_FEATURES_LIBC is an empty list, the eglibc build fails with
this error:
cp: cannot stat `/home/local/p60_latest/tmp/work/armv7a-amltd-linux-gnueabi/eglibc-2.13-r3+svnr14157/image/usr/bin/localedef': No such file or directory
ERROR: Function 'do_install_locale' failed (see /home/local/p60_latest/tmp/work/armv7a-amltd-linux-gnueabi/eglibc-2.13-r3+svnr14157/temp/log.do_install_locale.13725 for further information)

DISTRO_FEATURES_LIBC should not be an empty list, because some options are needed by other packages that can't be droped, such as libc-libm is needed by gcc-runtime, libc-crypt is needed by busybox, and libc-posix-regexp is required by perf, etc.

Verified with latest master branch.
git info: dbff56238e083d0110eb13c1f5a07716340fdfe4

Try removing 'libc-locales libc-locale-code', the image can be built. 
According to the https://wiki.yoctoproject.org/wiki/Minimal_Image, DISTRO_FEATURES_LIBC should not be an empty.
