Steps to reproduce:
export BB_SERVER_TIMEOUT=10000
bitbake core-image-minimal
ctrl+C before it finishes
change something in local.conf (for fun, try changing MACHINE)
bitbake core-image-minimal

Result:
Parsing is skipped, and lots of task mismatch errors. In the case of changing MACHINE, you will likely get multiple task mismatches for every package built.

This has been open a long time and there were many fixes in this codepath. I did try and reproduce and it seems to work now so resolving as fixed.
