When someone tries to bitbake world without setting COMMERCIAL_LICENSE, they get a NoProvides dependency error. How to fix this is becoming an FAQ.

Robert PJ Day suggested that a world build should work with a default config, whether it builds the COMMERCIAL_LICENSE recipes or excludes them, and I'm inclined to agree.

This can be done a couple of different ways, Adding the failing dependees to a list will help the situation, this is a limited list.

Another option is to setup a Distro Feature and convert this to that style of feature.
