Support importing user build directories into Toaster. This will enhance the interchangeability between the command line experience and the Toaster experience.

Proposed solution:

  * Front end: Add a menu item to allow users to select a local build directory for import.

  * Back end: use the results of Enhancement #12822 to import the project's data into Toaster.
