Two issues here:
1) dpkg-scanpackages was calling perl on local host instead of perl-native;
2) The perl module 'Dpkg' is not in a searchable path for perl-native:
    .../tmp/sysroots/x86_64-linux/usr/share/perl5

This path should be added to $PERL5LIB and @INC.

Fixed, but I think I think hit 1070, which is being worked on.
