Scons (python-scons and python-scons-native) have supported Python 3 since the 3.0.0 release. Also update scons.bbclass and check for other usage in core. Preparing for an oe-core with zero python 2 as it goes EOL in or before 2020.

would meta-python2 work as a layer for py2 packages?

We could have a separate repo on OE for that.
