Steps
===============================
1. Download rpm package from
http://autobuilder.yoctoproject.org/nightly/20110806-1/rpm/armv5te/. For
example, man-1.6f-r0.armv5te.rpm.
2. Copy rpm package to the target.
3. Install the package:
   $ rpm -ivh man-1.6f-r0.armv5te.rpm

The package can not be installed and there would be a warning message:

This issue does not happen with 20110723 build and the /etc/rpm/platform
is like below:

When I replace this /etc/rpm/platform on 20110806 build, it works.

Is this RPM or tune file issue?

This appears to be a problem with the way the TARGET_OS is specified during the initial package build.  It should be set to -linux-gnueabi.. but appears to instead be set to "linux-gnu".

The /etc/platform check we have is more exact after the recent tune file changes, exposing this bug.

This issue also occurs on Beagleboard on the build 20110806, see below for more info.
