User could remove some packages after choosing one "base image" and save the package list as a bb file. Here for example, if we choose qemux86, core-image-sato, and remove zip, it will show 273 packages in package list.
Then if we save the list as bb file, and exit hob. Then launch hob and open the bb file again, the package list will be 276. The number is not consistent after opening customized bb file.

I'll take a look at this but on the face of it seems similar to bug 1355

it still an issue the solution of 1355 didn't resolve this

This can be resolved obsolete with 2-phase build and the resolution of bug 1450
