There appears to be an issue in fftw where using gcc-9.2 causes a segfault, would like to see gcc-8.3 added back in to zeus and likely dunfell too. 
 For Zeus, it appears this is the commit that removed 8.3: http://cgit.openembedded.org/openembedded-core/commit/?id=fa4ecadd980eff95eacd840ba0259f6272daa9aa.

I haven't tracked down the underlying cause, but this is also being discussed on fftw https://github.com/FFTW/fftw3/issues/213.

Zeus is no longer supported. Can you fix the problem with the code yourself or find a company to work with.

If you can identify a problem with gcc, then we might be able to backport a fix in community support.

For dunfell, we can re-open this bug and we'd be willing to accept a patch to gcc as we've said. meta-oe bugs are not tracked in this bugzilla so if the outcome is to patch fftw, then just send meta-oe a patch.
