Overview: 

When you add a layer at https://layers.openembedded.org/
you end up at a page which does not exist.

* https://layers.openembedded.org/layerindex/submit/thanks/

Steps to Reproduce: 

    1) Go to https://layers.openembedded.org/

    2) Create an account, or log into your account

    3) Press the "Submit Layer" at the top right corner

    4) Fill in the desired information

    5) Press the "Submit Layer" button at the bottom.

Actual Results: 

    You end up at

    https://layers.openembedded.org/layerindex/submit/thanks/

    which does not exist.

Expected Results: 

    You should get a message that the submission is accepted
    and will be reviewed

Build Date & Platform: Date and platform of the build in which you first encountered the bug.
    
    2023-20-19
    Ubuntu 22.04 with Mate desktop.

     
Additional Information:

The request to add a layer still works, but this is not obvious to the user.

There seems to be a page missing in the layer index system.

The root cause was a bad regex which excluded the trailing /.

In earlier Django versions, urls did not automatically append the trailing /, but all this is now on by default (and is considered good practice for URIs).
