I doubt this is caused by something in my branch. My best guess is that because get_sha1 is using git rev-list, the tag may not be found when we do a shallow clone. We could use git ls-remote but in this case, we would get the sha1 of the tag instead of the sha1 of the commit pointed to by the tag.

Did not happen for a while, and code changed around.
