It comes down to a "git describe" : https://github.com/KhronosGroup/SPIRV-Tools/blob/dd4b663e13c07fea4fbb3f70c1c91c86731099f7/utils/update_build_version.py#L114

both "v2024.2.rc1" and "v2024.2" tags point to the same commit: dd4b663e=SRC_REV

Idea:
* Create a patch to allow overriding the version stuff from envvars, a configure option, ...
* Upstream this patch
* Use it to force the Spirv-tools version value from PV
