There is now a specification to embed details about which libraries an ELF will potentially dlopen() at some point, with the intention being that package management tools will use this data to generate package recommends:

Notably systemd uses this as the core libsystem-shared.so library doesn't directly link to anything, but will dlopen() as needed.

We should read this metadata at packaging time and generate RRECOMMENDS as needed.

Patch on the list, for the first stage where the code is in systemd itself. So far it appears there's no other projects outside of systemd that use this annotation.

Merged for systemd in 905da779bcfe98f105adac708e0045ce8ffe5636.  If other recipes start supporting the same we can generalise the code further.
