We want users to be providing full changelogs for recipe upgrades when possible, and in theory the best way to do this is to get information directly from the relevant project. However, if release notes are copied verbatim, some upgrades will unnecessarily ping/subscribe upstream maintainers when those commits to oe-core get pushed out to mirrors on GitHub and similar platforms.

Patchtest should include a test to ensure that these user tags aren't being included in the commit message, possibly with a suggestion to just strip out the "@" symbol.
