A relatively recent update to OpenSSH means that now a `-O` option to `scp` is required to use the legacy SCP protocol instead of SFTP. The `devtool deploy-target` command currently has no way of presenting users with this option.

We need more details, ideally specific steps to reproduce.

Or just send a patch:
   https://docs.yoctoproject.org/contributor-guide/index.html
and explain in the commit log.

To be honest, at this point after the passage of time, I don't think we want to support a legacy protocol which is known to be insecure. I'm therefore not sure we would accept a patch along these lines now.
