INHIBIT_UPDATERCD_BBCLASS used by systemd and update.rc.d is lacking
a default value and is entirely undocumented

> bitbake-getvar INHIBIT_UPDATERCD_BBCLASS

returns

> The variable 'INHIBIT_UPDATERCD_BBCLASS' is not defined

The code in update.rc.d code is doing a "if not d.getVar("INHIBIT_UPDATERCD_BBCLASS")" only,
so having a documented and defined empty value will not impact functionality

As per several other bugs opened of this type, we are not adding default values for the sake of it.

I do agree we should document variables where possible.
