INHIBIT_DEFAULT_RUST_DEPS used by rust is lacking
a default value and is entirely undocumented

> bitbake-getvar INHIBIT_DEFAULT_RUST_DEPS

returns

> The variable 'INHIBIT_DEFAULT_RUST_DEPS' is not defined

The code in rust bbclass is doing a "if not d.getVar('INHIBIT_DEFAULT_RUST_DEPS'):" only,
so having a documented and defined empty value will not impact functionality

As per several other bugs opened of this type, we are not adding default values for the sake of it.

I do agree we should document variables where possible.
