added musl ptest for x86-64, arm64 but not x86 with exclusions

We added testing on the autobuilder for this. The current exclusion list is:

The above comment was for qemuarm64, not qemux86. We did NOT add qemux86 testing to the autobuilder.

musl ptests are a work in progress, bump to 6.1-M1.
