In reviewing this change on master next( soon to be merged to master)

   rust-target-config: armv8a AArch32 Thumb build fixes

Ross was wondering if we have to maintain all these tspec info
since upstream llvm / clang / rust already has them (or something like that).

We suspect that we're just following the design from meta-rust days
and so I've created this enhancement request.
