Maybe it's because of case-sensitivity in mapping?

There is:
SPDXLICENSEMAP[openssl] = "Openssl"
instead of
SPDXLICENSEMAP[openssl] = "OpenSSL"

And there could be more issues like this, but in stuff I'm building here it's just openssl:
