It's currently necessary to define PREFERRED_PROVIDERS for tasks in scenarios which it feels like the system should be able to determine automatically, such as the PREFERRED_PROVIDER_opkg* definitions on meta/conf/poky.conf

This was me conflating two issues, the first was a recipe which had incorrect providers. In the example instance, opkg, we have to define the preferred providers because there are nogpg variants of the recipe.

There closing this as NOTABUG.
