bitbake.conf:                                             
STAGING_DIR_TCBOOTSTRAP = "${STAGING_DIR_TARGET}-tcbootstrap"
                                                                          
but in sstate-control manifest there is missing '/'

What's your ${exec_prefix} and ${includedir} set to?  Looking at bitbake.conf and in eglibc to see how STAGING_DIR_TCBOOTSTRAP is used, the ${includedir} should be including the leading "/"
