In dev manual, "Chapter 4. Common Development Models", the example of developing a BSP simply starts referring to the meta-intel layer as if it's *required* for what follows.  It's fine if that's simply being used as an *example* of BSP work, but that's not the impression that section is giving.

It should be more clear that this is an example, and that something other than meta-intel is possible.

I have updated the introductory text and the meta-intel bulleted item text for the "Developing a Board Support Package (BSP)" section so that it is clear that meta-intel is not required in order to create a BSP.
