tcpdump is a critical basic debugging tools and should be added to oe-core.
Version 4.3 or later should supports DCB Exchange and QinQ protocols and that would be nice to have.

This package exists in meta-oe already and is at the 4.3 version, so there is no need to move it to oe-core, it's correctly located in meta-networking.
