I have an image that contains libudev in CORE_IMAGE_EXTRA_INSTALL. IMAGE_FEATURES includes dev-pkgs.

When I build an sdk with populate_sdk, the sdk does not have libudev-dev. Adding it manually to CORE_IMAGE_INSTALL solves the sdk issue.

Not sure if this is something we can fix in the 1.4 timeframe or the changes will be invasive enough it has to be 1.5?

I'm testing a fix for this at the moment. I don't think it's too invasive.

The sdk I built with master confirms the fix is good. Thanks Paul.
