Git proxy mechanism in HOB is broken because of the undelying changes to the mechanism used to access git repositories via a network proxy.

The GIT_PROXY_HOST and GIT_PROXY_PORT are no longer used, and the ALL_PROXY environment variable needs to be exported in order to be used by oe-git-proxy script.
