The following commits (and the equivalent for rpm) result in adding a dependency on the value of IMAGE_FEATURES to recipes in the packaging path, which results in do_package being re-executed for almost every recipe when the value of IMAGE_FEATURES changes:

Recipes cannot depend on the value IMAGE_FEATURES. Aside from the time taken for rebuilding, I haven't tested but I suspect this will trigger a PR value change when the PR server is being used, which is not acceptable.

Discussed with Paul and vardepsexclude might be used to avoid some of these issues.
