msgfmt is provided by gettext, and gettext is in the DEPENDS for powertop. Dependency bug?

I needs to be gettext-native, not gettext.

So there are one of two fixes, either inherit gettext, or add gettext-native to DEPENDS. The exact fix depends on how much of gettext this recipe needs, if its just msgfmt, the DEPENDS would be enough.
