Hover content assist works for me with .bb files, but not .bbappend files under Eclipse with bitbake commander plugin.

This was with:

Eclipse Kepler
Bitbake Commander Plugin 1.4.0.201310120527

Change this to enhancement since current implementation only support hover for recipe files

Bitbake Commander will be obsoleted by the cross platforms framework (CROPS).
