Toaster uses Bootstrap tooltips and popovers triggered on hover. Out of the box, both components appear when you hover over the triggering element, and disappear when you hover away from it. The design specs require users to be able to click interface elements like links and buttons inside such popovers and tooltips, which means that we need them to remain visible while the cursor is inside their area. This requires changes to the default Bootstrap components.

Just a reminder to myself -

Special attention to be payed for the Project page, where bootstrap is used via Angular, and not through jQuery.
