The environment files contained in the meta-toolchain lacks the following content:

--with-libtool-sysroot is missing in the environment variable CONFIFURE_FLAGS
--sysroot is missing in the CFLAGS & CXXFLAGS

1. Added libtool sysroot related param value into environment files.

2. Moved common code between meta-environment.bb and populate_sdk.bbclass into toolchain-script.bbclass.

Verified the --with-libtool-sysroot is added to CONFIGURE_FLAGS and --sysroot is added into CFLAGS & CXXFLAGS in the meta-environment files created by meta-environment recipe and meta-toolchain recipe.
