Tested on:

Steps to reproduce:
1. Start toaster in managed mode
2. Select the default options when prompted (checkout directory and build directory)
3. When  asked to import file, select the option under number (1) - tested with other options as well, for same result

Expected result:
Configuration completes successfully, all data appears correctly in toaster menus and in DB.

Observed:
An exception is thrown during import step :"Failure while trying to import the toaster config file: Your database backend doesn't behave properly when autocommit is off. Turn it on before using 'atomic'."

This is a simptom of the same core problem as 7365: sqlite3 does not support manual commit of transactions.
