This error indicates that a DTD or entity definition is missing. It is missing because in the native sysroot, etc/sgml/catalog only contains:

CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/dsssl-docbook-stylesheets.cat
CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/sgml-docbook.cat
CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/openjade-1.3.2.cat

The catalog *should* contain:

CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/sgml-ent.cat
CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/sgml-docbook.cat
CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/sgml-docbook-dtd-3.1.cat
CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/dsssl-docbook-stylesheets.cat
CATALOG .../tmp/sysroots/x86_64-linux/etc/sgml/openjade-1.3.2.cat

I notice that sgml-ent.cat and sgml-docbook-dtd-3.1.cat exist in etc/sgml/, and that they have older timestamps than the catalog file. 

So there is an issue with how install-catalog is being run. Possibly a race condition. I am currently investigating.

This should be fixed with commit series leading up to and including 	dca876b8f611704a238842c9e4db293d1a1be247

I don't meet with the bug now.
