In Bug #6652 we got F10 fixed.  However in doing so we removed the menu option to save.  This missing means that it's basically impossible to save the boot order change if you are attempting to do it over the serial console (the keyboard calisthenics to even try to send F10 are difficult at best)

This is an enhancement to put the save menu option back, and make sure that the menu option and F10 both work for saving that.
